MPNA Supports DC Funds to Jump Start Klingle Repairs

Dear Mayor Fenty, 

At a duly noted March 25, 2008 board meeting with a quorum present, the Mount Pleasant Neighborhood Alliance, a civic organization incorporated in the District of Columbia since 1992, voted unanimously to support the Mayor and the District Council to fund reconstruction of Klingle Road entirely from District funds. 

MPNA believes that the District of Columbia Council already held extensive hearings on this issue in 2003, taking testimony from over 100 witnesses.  Both the National Park Service and the Federal Highway Administration gave supporting testimony.  The Council legislated repair and reopening for vehicular traffic in the Budget Support Act of 2004, signed by then Mayor Williams and approved by Congress. 

This important legislation reverses years of DC Government failure to perform a fundamental responsibility of repairing crucial infrastructure.  Regrettably, the Federal Highway Administration is undermining the Council's mandate and District of Columbia Home Rule with abusive administration of the Environmental Impact Study process. The Council acted responsibly in 2003 and that serious vote deserves your support.  Currently, the area is considered a human health hazard.  There is an extensive storm water management plan to correct the problems which will be included in the repair of our road.  
 

We applaud a jump start on this long needed road construction.
